Finland is good at buying AI. We have generous IT budgets, eager early adopters and a public sector willing to pilot new tools. But there is a quiet question hiding behind the headlines: are we just paying customers in someone else’s playing field?
The largest AI vendors in our market are American or Chinese. Even the European players we use heavily are typically built outside Finland. When we deploy these tools, we are deploying decisions someone else made about safety, language coverage, training data and edge cases.
The shift we need
Being a smart buyer matters. But being only a buyer is a strategic dead-end. Real AI sovereignty requires:
- Domain-specific models trained on Finnish data, by Finnish teams.
- Open-source contributions where Finnish public sector and academia push the frontier.
- A pipeline of AI-native startups that build, not just resell.
Finland has world-class talent. The question is whether we organize it to build, or just consume.
