European Commissioner Andrius Kubilius called for a profound transformation of Europe’s security architecture during the inauguration of the new European Security and Strategy programme at the College of Europe in Natolin, Warsaw. Kubilius said Europe is entering a period in which defence and security will become defining issues for the continent throughout the 21st century. He argued that Europe needs not only greater financial and industrial capacity, but also an “intellectual big bang” capable of producing new ideas for European defence. Kubilius warned that Russia is increasing military spending, expanding production and developing new technologies while preparing for what he described as a long confrontation with Europe. At the same time, he said the United States is expected to devote more resources to the Indo-Pacific as China’s economic and military power grows, requiring Europeans to assume greater responsibility for conventional defence. “The territorial defence of Europe must transform from a transatlantic collective defence of Europe towards a much more European collective defence of Europe.” Kubilius argued that Europe should develop a stronger defence union and a broader security architecture involving not only EU Member States, but also partners such as Ukraine, the United Kingdom, Norway and potentially Canada. Looking further ahead, he said Europe will also have to adapt to major global changes driven by the growing economic and geopolitical power of China and India. His central message was that Europe must become stronger, more independent and capable of assuming primary responsibility for its own conventional security while remaining firmly anchored in NATO. “Europe now needs to build a truly European system of collective defence.” #eudebates #Kubilius #EuropeanDefence #NATO #EuropeanSecurity
