Costa: “Peace without defence is an illusion” — Europe must strengthen itself now

European Council President António Costa used his speech at the College of Europe in Natolin to set out a broad strategy for Europe’s future.
Costa pointed to Poland as one of the clearest examples of how European integration can transform a country economically, institutionally and strategically.
He said Poland’s rise since joining the European Union shows how economic opportunity and strong institutions reinforce one another.
But Costa warned that Europe cannot take peace and security for granted.
“Peace without defence is an illusion.”
He said Russia’s war against Ukraine has shown that European security requires strength, resilience and responsibility.
Costa called for more defence investment, but also for greater efficiency and coordination.
“We do not need to multiply by 27 all our investments in defence.”
Instead, he argued for a common European defence system capable of deterring external aggression and protecting citizens.
Costa also warned that Russia is increasingly turning hybrid threats into hybrid attacks.
“This escalation cannot be accepted.”
The speech strongly linked security with EU enlargement.
Costa described enlargement as one of Europe’s most successful strategic tools, arguing that it strengthens democracy, prosperity and the rule of law.
He said the future of Ukraine, Moldova and the Western Balkans lies with the European Union, based on merit and fulfilment of the necessary conditions.
“We must seize the opportunity before us.”
Costa also called for deeper economic integration inside the EU.
He said Europe must complete the Single Market, integrate sectors such as telecoms, energy and capital markets, and create stronger investment capacity.
He also stressed the importance of energy independence.
According to Costa, accelerating the energy transition is one of the best ways to lower prices and strengthen strategic autonomy.
Europe must also diversify its global partnerships and reduce dangerous dependencies.
Costa said the EU is building a wider network of cooperation with partners across the world rather than relying on spheres of influence.
His final message to students was one of responsibility and ambition.
Europe, he said, remains an unfinished project.
“Let us continue building with courage and conviction a Europe that is strong, united, democratic, secure and free.”
