Ukraine is at the centre of today’s EUCO discussions, with leaders focusing on continued military and financial support, air defence, critical infrastructure ahead of winter, Russia’s hybrid attacks across Europe and Ukraine’s progress toward EU membership. European Council President António Costa said this morning that now is not the time to reduce support for Ukraine or ease sanctions on Russia. He called instead for greater pressure on Moscow to secure a real ceasefire and bring Russia to the negotiating table. Consilium Zelenskyy’s press conference comes at a critical moment for Ukraine as Europe weighs how far it is prepared to go to strengthen Kyiv, protect its energy infrastructure and maintain pressure on Vladimir Putin. The key question: can Europe help Ukraine negotiate from a position of strength — and can greater pressure finally bring Russia toward a real ceasefire?
