First National Post-War Elections in Ukraine: Organizational Challenges and Legislative Developments

During the event, legislative developments of the Working group on the preparation of comprehensive legislative proposals on the specifics of the procedure for organizing and holding elections during a special period and/or post-war elections in Ukraine, formulated based on the results of thematic subgroups’ work, will be presented. The purpose of the event is to present and hold an expert discussion of the prepared proposals aimed at creating the necessary legal and organizational conditions for holding the first post-war national elections in Ukraine. Although elections can only be held after the state of war has ended, preparations for them require significant time and careful legislative work. That is why work on the relevant decisions is already underway, so that by the time the war ends, the necessary legal and organizational framework for restoring a proper democratic electoral process will be in place. During the roundtable, the results of the thematic subgroups’ work will be presented. These subgroups are developing legislative proposals in the following key areas: • election administration and electoral infrastructure; • security criteria for holding elections; • ensuring the voting rights of servicemen and servicewomen; • participation in elections by internally displaced persons and residents of temporarily occupied and frontline territories; • voting by Ukrainian citizens residing abroad. Representatives of parliament, government authorities, the Central Election Commission, international organizations, and the expert community will join the discussion.
